Amadeus and the International Civil Aviation Organization (ICAO) have signed a Memorandum of Understanding (MoU) to support ICAO’s No Country Left Behind (NCLB) strategic objective, reinforcing global collaboration in digital aviation innovation.
The agreement is designed to help States strengthen their ability to adopt advanced digital solutions that enhance the efficiency, safety and sustainability of international air transport. By combining ICAO’s global leadership in standard-setting with Amadeus’ technological expertise, the partnership aims to accelerate digital transformation across aviation ecosystems worldwide.
Through this collaboration, ICAO Member States will be supported in modernizing their air transport systems and unlocking the wider social and economic benefits of air connectivity. Amadeus will contribute technical know-how, share industry insights and support innovation initiatives aligned with ICAO priorities, including the TRIP framework and the specifications outlined in ICAO Doc 9303.
Amadeus’ experience in travel technology, digital identity, biometrics and data management will play a key role in advancing this effort, particularly as these capabilities become increasingly central to the modernization of border management and aviation infrastructure.
Key areas of focus for the partnership include:

Strengthening capacity-building and technical assistance to help States implement ICAO standards and specifications more effectively

Advancing cross-border biometric interoperability in line with ICAO Doc 9303 and the TRIP Roadmap

Delivering targeted training programmes covering both technical and regulatory aspects of digital identity and biometrics, supported by real-world examples of technology-enabled aviation and border processes
Commenting on the agreement, ICAO Secretary General Juan Carlos Salazar said that digital identity management is critical to the long-term sustainability and growth of air transport, and that collaboration with Amadeus will support Member States in adopting new technologies consistent with ICAO’s vision of safe and sustainable aviation for all by 2050.
Rudy Daniello, Executive Vice President of AirOps at Amadeus, highlighted the importance of global coordination as powerful new technologies reshape travel. He noted that ICAO’s role in setting standards and ensuring countries have the capability to implement them is essential to improving travel worldwide, and reaffirmed Amadeus’ commitment to supporting ICAO’s mission.
The two organizations are currently developing a joint roadmap and implementation timeline, with initial No Country Left Behind deliverables expected to be introduced in the first half of 2026.
